Tender Description

The Ghulam Ishaq Khan Institute of Engineering Sciences and Technology GIKI invites sealed bids for the supply, installation, testing, commissioning, and training of lab equipment specifically a metallurgical microscope. This procurement is planned for the financial year 2026-27 and will be conducted under the Quality and Cost Based Selection (QCBS) method using the Single Stage Two Envelope procedure through the EPADS v2.0 e-procurement portal. The procurement is based in Swabi, Khyber Pakhtunkhwa, and the successful bidder will be responsible for delivering the microscope to the specified location within 60 days after the issuance of the purchase order. Items being procured: - Microscope (ZEISS, Nikon, Olympus, Optika, Leica Microsystems or Equivalent) The microscope must be an upright reflected light type for opaque solid samples with an infinity-corrected optical system. It should include objectives with magnifications of 2X, 5X, 10X, 20X, 50X, and 100X, preferably Plan/Plan Apo type. Illumination should be LED with adjustable intensity. The observation head must be trinocular with wide-field eyepieces of at least 10X magnification. A high-resolution color CMOS camera (minimum 5 MP, preferably 8-12 MP or higher) with USB 3.0 interface and imaging software for live view, image/video capture, and measurement tools is required. The stage should be a precision mechanical X-Y type with coarse and fine focus adjustment and accommodate samples up to 50-100 mm height. Provision for future upgrades such as darkfield, polarizer, or DIC is preferred. Accessories include camera adapter, cables, calibration slide, dust cover, and software. Bidders must be registered with FBR, have active taxpayer status, and demonstrate experience in supplying and installing microscopes of comparable specifications. Authorization from the original equipment manufacturer (OEM) is mandatory. Bid security in the form of Pay Order, Banker's Cheque, Call at Deposit, or Demand Draft is required. The bid validity period is 120 days. Technical and financial bids must be submitted online via EPADS v2.0 by 3:00 PM on August 26, 2026, with the original bid security submitted physically to the GIKI office in Swabi before the deadline. The evaluation will be based on QCBS with technical marks weighted at 70 and financial marks at 30. The successful bidder will be required to provide a performance guarantee of 10% of the contract price. Warranty and after-sales service for a minimum of one year is required, with preference for two years. The procuring agency reserves the right to inspect the goods and monitor performance. Bidders are advised to carefully review the bidding documents and ensure compliance with all requirements to avoid disqualification. A practical tip for bidders is to register early on EPADS v2.0 and ensure all required documents, including bid security and OEM authorization, are complete and submitted timely to avoid rejection.
