Tender Description
Pakistan LNG Limited (PLL) is procuring one cargo of Liquefied Natural Gas (LNG) on a Delivered Ex Ship (DES) basis at the Pakistan Gas Port Consortium Limited (PGPCL) Terminal located at Port Qasim, Karachi. This procurement is under the Ministry of Energy (Petroleum Division), Government of Pakistan, and aims to secure LNG supply for the re-gasification facilities operated at the terminal. The LNG cargo volume is approximately 140,000 cubic meters with a delivery window from 21 to 22 June 2026.
The technical scope includes delivery of LNG meeting specified quality standards, compliance with terminal regulations, and use of LNG carriers that meet Port Qasim Authority requirements. Bidders must provide evidence of delivering at least eight LNG cargoes in the last 24 months, execute the Master Sale and Purchase Agreement (MSPA), and submit a bid bond of USD 300,000. The contract price will be evaluated based on the lowest US$/MMBtu offered.
Eligibility requires compliance with PLL's MSPA, submission of a standard confirmation notice, and provision of bid bond or swift message. Bids must be submitted in two envelopes: Technical Information and Commercial Offer, by 19 June 2026 at 1400 hours PST, at PLL's office in Islamabad. No email submissions are allowed. The technical bids will be opened at 1430 hours on the same day.
A practical tip for bidders is to ensure all documents, including the MSPA and confirmation notice, are duly signed and initialled as per instructions to avoid disqualification. Also, bidders should verify LNG carrier compliance with Port Qasim parameters and terminal regulations to prevent delivery issues.
