Supply of LNG Spot Cargo on Delivered Ex Ship Basis at Port Qasim Karachi

Pakistan LNG Limited (PLL) invites bids for the supply of Liquefied Natural Gas (LNG) spot cargoes on a Delivered Ex Ship (DES) basis at the Pakistan Gas Port Consortium Limited (PGPCL) Terminal located at Port Qasim, Karachi. This tender is for one LNG cargo with delivery scheduled between 12 and 16 September 2026. The procurement is managed by PLL, a public sector entity under the Ministry of Energy (Petroleum Division), Government of Pakistan, with the tender submission and opening taking place at Petroleum House, Islamabad. Items being procured: - One LNG cargo of approximately 140,000 m3 (+/-5%) The LNG cargo must meet the specifications set out in the Master Sale and Purchase Agreement (MSPA) annexed to the bid document. Bidders must provide technical and commercial offers separately in sealed envelopes, including a completed Confirmation Notice and evidence of eligibility such as prior delivery of at least eight LNG cargoes in the last 24 months. A bid bond of USD 300,000 is required, with successful bidders required to furnish a performance guarantee of 10% of the contract value. The LNG will be delivered at the PGPCL Terminal at Port Qasim or another LNG terminal within Pakistan as advised by PLL. Bidders must ensure LNG carriers comply with port and terminal regulations and provide all required vessel details. The contract price will be evaluated based on the lowest offered price in US$/MMBtu. Bids must be submitted by 1400 hours PST on 08 September 2026 at the specified address in Islamabad. Technical bids will be opened at 1430 hours and commercial bids at 1530 hours on the same day. Email submissions are not allowed. The tender process follows a single stage two envelope procedure.
