Tender Description

Pakistan LNG Limited (Ministry of Energy, Petroleum Division) invites sealed bids through EPADS v2.0 for the supply of Liquefied Natural Gas (LNG) spot cargoes on a Delivered Ex Ship (DES) basis at Port Qasim, Karachi. The procurement is for the financial year 2026-27 with delivery periods in December 2026 and January 2027. The tender uses a Single Stage Two Envelope procedure with Least Cost Based Selection (LCBS) technique. Bidders must be registered on EPADS and submit technical and financial bids separately. The tender requires submission of a Bid Security in the form of a Bank Guarantee or Bid Securing Declaration. The contract price shall be quoted in US$/MMBtu and converted for EPADS entry using a fixed conversion factor of PKR 280 per USD. The estimated quantity per cargo is approximately 140,000 m3 LNG with an energy content of about 3,200,000 MMBtu. Delivery windows are 14-16 December 2026 for Cargo 1 and 9-11 January 2027 for Cargo 2. The LNG must meet specified quality standards including heating value, Wobbe index, and limits on inert gases, CO2, oxygen, sulfur, and mercury. The LNG Carrier must comply with international standards and be compatible with the Port Qasim Terminal operated by Pakistan Gas Port Consortium Limited. Bidders must have delivered at least eight LNG cargoes in the last 24 months and provide evidence thereof. The tender includes detailed contractual terms under a Master Sale and Purchase Agreement (MSPA) and Confirmation Notices. Key dates include bid submission deadline on 6 November 2026 at 2:00 PM, bid opening at 2:30 PM same day, and bid validity until 6 November 2026 at 10:00 PM. Bids must be submitted electronically; manual submissions are not accepted. The tender emphasizes compliance with anti-corruption and integrity pact provisions.
