Supply of Manpower and Maintenance Services for Punjab Agriculture Food & Drug Authority

The Punjab Agriculture Food & Drug Authority (PAFDA), Home Department, Government of the Punjab, invites electronic bids through the Punjab e-Procurement System (PEPS) from eligible service providers registered with the Tax Departments in Pakistan for the hiring of manpower services under single SLA. Joint ventures and consortium bids are not permitted. Items being procured: - MEP operation and maintenance services - Approved manpower deployment - Including routine consumables within monthly service charges The bidding process will be conducted through the Punjab e-Procurement System (PEPS) approved by the Punjab Procurement Regulatory Authority (PPRA). Bidders must be registered with the Punjab e-Procurement System and submit their e-bids through the e-Procurement System by using the PDF upload method. Bidders can download the bidding documents using the Punjab e-Procurement System or from the PPRA website. Complete bids along with required documents must be submitted through the Punjab e-Procurement System by 10-11-2026 up to 12:00 PM, which shall be opened electronically on the same date at 12:30 PM in the Committee Room of PAFDA building at Thokar Niaz Baig, Main Multan Road, Lahore in the presence of bidders or their authorized representatives. Bidders are required to submit Bid Security electronically @ 2% of the estimated cost as tabulated above through Pay Order, CDR, Bank Guarantee or Bid Security submitted electronically through registered PEPS shall be considered valid. Only bid securities submitted electronically through registered PEPS shall be considered valid. Bidding shall be conducted through Open Competitive Bidding Method under Single Stage Two Envelope bidding procedure as required under Rule 38(2)(a) of Punjab Procurement Rules 2014. The URL of the PPRA website is https://ppra.punjab.gov.pk and response time shall be calculated from the date of publication of advertisement on the website of the Authority. In case the date of opening is declared a public holiday by the Government or a non-working day due to any reason, the opening of e-bids will be done on the next working day at the same time. An optional pre-bid meeting and site visit will start at PAFDA Head Office on Friday 30 October 2026 at 11:00 AM PST.
