Tender Description
The Directorate of Procurement (Navy), Islamabad, is procuring NIV Lab Kits comprising 73 distinct medical and laboratory items including antibodies, reagents, and diagnostic kits. This procurement is specifically for the Pakistan Navy Medical Services Department based in Islamabad Capital Territory. The tender covers supply of high-quality medical stores such as antibody vials, test kits, and related consumables essential for laboratory diagnostics.
The technical scope includes supply of brand new, approved medical stores with a minimum shelf life of 70% at delivery, proper packaging, and compliance with national and international standards including cold chain requirements where applicable. The items must be delivered as per the detailed specifications and quantities listed in the tender documents. Inspection and quality assurance will be conducted by the Pakistan Navy Medical Stores Directorate and related authorities.
Eligible bidders must be original manufacturers, authorized distributors, or suppliers registered with FBR and on the Active Taxpayers List (ATL). Registration with DGDP is mandatory or firms must be willing to register provisionally. Firms must provide valid licenses, GMP certificates, ISO certifications, and comply with all technical and financial criteria outlined in the tender. Earnest Money Deposit (EMD) is required as per category with specified ceilings. The tender follows a single stage two envelope bidding procedure with separate technical and commercial offers.
The tender was published on 27th November 2025 and the closing date for submission is 24th June 2026 at 10:30 AM. Bids must be submitted at the Directorate of Procurement (Navy), Naval Residential Complex, Sector E-8, Islamabad. Technical bids will be opened first followed by commercial bids of technically qualified firms. The validity of offers must be 120 days from the date of commercial bid opening or 30th June whichever is later.
A practical tip for bidders is to ensure strict compliance with the tender instructions, especially submitting technical and commercial offers in separate sealed envelopes as per the prescribed format. Incomplete or conditional bids, or failure to attach required documents such as Earnest Money, DGDP registration, and technical literature, will lead to disqualification. Early submission and confirmation of receipt with the procurement office is advised to avoid rejection due to late delivery.
