Tender Description
The National Institute of Banking and Finance Pakistan (NIBAF Pakistan), located at Pitras Bukhari Road, Sector H-8/1, Islamabad, is procuring the supply and replacement of damaged gas pipeline at its Islamabad facility. This procurement is specifically for the replacement of damaged sections of gas pipelines, including 2" and 1" diameter MS pipes, along with associated fittings such as elbows, tees, flanges, joint sheets, unions, and supporting brackets. The scope also includes welding, painting with one coat of red oxide and two coats of yellow paint, and installation and testing of imported AUDCO and KITZ valves of specified diameters.
Eligible bidders must be registered with EPADS, be active taxpayers on the FBR Active Taxpayers List, and have relevant experience of at least two projects related to high-pressure gas pipelines each costing Rs. 0.8 million or more within the last five years. Financial capability of Rs. 0.6 million or above is required, supported by bank statements or audited financial statements. Joint ventures and subcontracting are not allowed for this tender.
The tender was published on April 26, 2026, and the closing date for bid submission is May 20, 2026, at 23:59:59. Bids must be submitted electronically via EPADS, and original bid security of Rs. 30,000 must be delivered to the Joint Director Administration at NIBAF Pakistan, Islamabad. The procurement follows a Single Stage - Two Envelope procedure with technical and financial proposals submitted separately.
A practical tip for bidders is to ensure timely submission of the original bid security in the sealed envelope to the specified address, as failure to do so will result in disqualification. Also, bidders should prepare a detailed bar-chart work program as per the Key Performance Indicators provided, showing the sequence and timing of work items to complete the project within 60 days. Compliance with all technical specifications and submission requirements will be critical for responsiveness and evaluation.
This tender offers a valuable opportunity for qualified contractors experienced in gas pipeline works to engage with a reputable government institution in Islamabad. Bidders are advised to carefully review all bidding documents, ensure PEC registration if applicable, and maintain compliance with all FBR and procurement regulations to enhance their chances of success.
