Tender Description
The Pakistan Security Printing Corporation (Pvt.) Ltd in Karachi is procuring a Screw Type Air Compressor for its centralized compressed air network. This procurement includes supply, installation, integration, and commissioning of the compressor and allied equipment as per the attached BOQ and technical specifications.
The technical scope requires a compressor with a continuous air flow rate of approximately 600 CFM at 9-10 bars working pressure, with a maximum pressure up to 13 bars. The motor must be TEFC rated at 90 or 110 kW with VSD inverter, IP54 or above, and efficiency class IE3 or higher. The equipment must comply with international standards including ISO 9001:2015, ISO 8573 series, ISO 1217, IEC 60204, and others as specified. The package includes a cycling type refrigerant dryer, water separators, general purpose filters, high efficiency coalescing filters with activated carbon filters, and condensate treatment system.
Eligibility criteria require bidders to be reputed manufacturers or authorized distributors with at least 5 years of compressor installation and servicing experience in Pakistan. Bidders must be OEM authorized with documented evidence of distribution and service authorization for at least 3 years. Annual turnover must be PKR 75 million or above with audited financial statements for the last 3 years. Compliance with PSPC's Code of Conduct, HSE requirements, and non-participation of current or former PSPC workforce is mandatory.
The tender follows a Single Stage One Envelope Procedure with bid security of Rs. 638,000 fixed. Bids must be submitted electronically via EPADS by **May 14, 2026, 11:00 AM**. The technical evaluation requires minimum 21 marks out of 35 based on compressor specifications, OEM representation, spares availability, delivery time, and energy efficiency. Financial evaluation carries 30% weightage with the lowest bid scoring highest marks.
Bidders should ensure complete and signed tender documents, including technical datasheets and BOQ compliance. The delivery schedule is within 6 months of purchase order issuance. A practical tip for bidders is to provide clear, quantifiable technical data and evidence of local after-sales support to enhance evaluation scores. The original bid security must be received before the submission deadline to avoid rejection.
This tender offers a significant opportunity for qualified suppliers to provide high-quality compressed air solutions to a prestigious government entity with clear evaluation criteria and transparent procedures.
