Supply of Stationery, General Items and Toners for Punjab Revenue Authority

The Punjab Revenue Authority (PRA) invites sealed bids for the procurement of Stationery, General Items and Toners through a Framework Contract valid until 30th June 2027. This procurement is conducted under the 'Single Stage – Two Envelope Procedure' in accordance with the Punjab Procurement Regulatory Authority (PPRA) Rules, 2014. Items being procured: - Stationery - General Items - Toners The procurement will be carried out exclusively through the Punjab e-Procurement System. Interested bidders must register on the Punjab e-Procurement System to be eligible for participation. Detailed bidding documents including terms and conditions are available on the Punjab e-Procurement System website www.ep.punjab.gov.pk and the PPRA website http://ppra.punjab.gov.pk. Bid security of 2% is required: Rs. 288,822 for Lot-I (Stationery), Rs. 580,804 for Lot-II (General Items), and Rs. 241,085 for Lot-III (Toners). This must be submitted in the form of Call Deposit Receipts in favor of the Director (Administration), PRA. Physical submission of bid security is required before the tender closing at the Admin Office, Punjab Revenue Authority, Basement, 4-B Danepur Road, GOR-I, Lahore. Technical and Financial proposals must be submitted on the Punjab e-Procurement System on or before 08-10-2026 by 2:00 PM. Technical proposals will be opened the same day at 2:30 PM on the e-Procurement portal. Manual bids will not be accepted. Five percent of the total price must be submitted as security/performance guarantee in the form of CDR or Bank Guarantee upon acceptance of the tender. All rates must include applicable taxes. The Authority reserves the right to deduct tax as per prevailing rates. Bidders must submit their best and final prices as no post-bid negotiations will be allowed. Bidders involved in corrupt or fraudulent practices will be declared ineligible. The bidding document includes a Standard Form, Bid Form, and Price Schedule which must be signed and included in the bid. Procurement is governed by Punjab Procurement Rules, 2014. If a public holiday falls on the tender opening date, the tender will be opened on the next working day.
