Tender Description
The Directorate of Procurement (Navy), Islamabad, invites qualified firms to submit sealed tenders for the supply of stores, equipment, and services as detailed in the attached Schedule to Tender (Form DP-2). This procurement is governed by the PPRA Rules 2004 and Defence Purchase Procedure & Instructions (DPP&I-35 Edition 2024). Bidders must be registered or willing to register with the Directorate General Defence Purchase (DGDP) and comply with all technical and financial requirements. The tender submission requires three sealed envelopes: one containing the technical offer in duplicate, one containing the earnest money, and one containing the commercial offer. The technical offer must include all relevant specifications, literature, and compliance documents without prices. The commercial offer should clearly state prices, taxes, duties, freight, and insurance charges separately. Earnest money must be submitted in a separate envelope as per the specified rates depending on firm registration status. Items being procured:
- Stores
- Equipment
- Services
The scope includes brand new stores with warranty, compliance with technical specifications, and adherence to delivery schedules. Inspection will be conducted by Pakistan Navy authorities. Firms must submit all required documents including DGDP registration, tax proofs, manufacturer authorization letters, and affidavits for provisional registration if applicable. The tender opening will be conducted in two stages: technical offers first, followed by commercial offers of technically accepted bids. Validity of offers must be at least 120 days from commercial offer opening or until 30th June, whichever is later. Late submissions will not be entertained. The tender documents must be addressed to Directorate of Procurement (Navy) through Bahria Gate, Near SNIDS Centre, Naval Residential Complex Sector E-8, Islamabad. Contact details for queries include phone numbers 051-9262310, 0331-5540649 and emails dpn@paknavy.gov.pk, adpn34@paknavy.gov.pk. A practical tip for bidders is to ensure all forms DP-1, DP-2, and DP-3 are duly filled, signed, and included in the technical offer to avoid disqualification. Also, ensure earnest money is submitted in a separate envelope as specified to prevent rejection. Strict compliance with all tender conditions and timely submission is essential for successful participation.
