Tender for Supply, Transportation and Installation of Precast Safety Barriers in Jansukh Mine at PMDC Salt Mines Warcha

The Pakistan Mineral Development Corporation Islamabad (PMDC) invites sealed bids from eligible bidders for the supply, transportation, and installation of precast safety barriers at Jansukh Mine located in PMDC Salt Mines Warcha, Islamabad Capital Territory. This procurement is planned for the financial year 2026-27 and aims to enhance operational safety and risk control measures in underground mine workings. Items being procured: - Supply, transportation and installation of 90 precast safety barriers Each safety barrier is to be constructed using precast concrete with standardized dimensions: Length 6 ft, Height 4 ft, Base Width 2 ft, Top Width 8–10 inches (0.7–0.8 ft), with tapered sides and full solid base thickness to ensure stability and durability under underground mining conditions. These barriers will be installed primarily in underground areas with regular movement of tractor trolleys, loaders, and workforce, especially along haulage roads, junctions, loading points, and near open edges or restricted zones. The purpose is to minimize risks of accidental falls, vehicle overturning, or unintended entry into unsafe areas, thereby establishing a controlled working environment. The procurement will be conducted through a National Single Stage-One Envelope bidding process using Least Cost Based Selection (LCBS) technique in line with Public Procurement Rules, 2004. Bidders must be registered with relevant authorities, have at least 3 years of relevant experience, and submit bid security as specified. The bid validity period is 90 days. Bids must be submitted electronically via EPADS v2.0 portal before the deadline of Monday, September 21, 2026 at 11:00 AM. Manual submissions will not be accepted. Technical and financial bids will be opened on the same day at 11:30 AM via EPADS v2.0. The successful bidder will be required to furnish a performance guarantee of 10% of the contract price. Delivery and installation must be completed within 8-12 weeks after issuance of supply order. Payment will be made after supply and installation as per specifications, subject to submission of invoice and warranty certificate. Warranty period is minimum one year.
