Tender Description
National Grid Company of Pakistan (NGC) invites sealed bids for the detailed survey and sub-soil investigation of a 500 kV single circuit transmission line from Chashma-5 Nuclear Power Plant (NPP) to Ludewala, approximately 150 km in length, located in Lahore, Punjab. This procurement is for comprehensive works including preliminary survey, route alignment, detailed survey with plan and profile drawings, staking of tower locations, provision and fixing of marking stones, and extensive sub-soil investigation including laboratory tests and foundation design for tower structures.
Items being procured:
- Preliminary survey and route alignment using satellite imagery and Survey of Pakistan maps for three alternative routes
- Detailed survey including chainage, leveling, preparation of plan & profile drawings using PLS-CADD, tower spotting, sag and tension calculations
- Providing and fixing marking stones of size 200 x 200 x 1000 mm with approved marks
- Sub-soil investigation in soil/rock with laboratory tests and foundation design for each tower type at various depths (0-15m, 15-25m, 25-35m, 35-40m)
The technical scope requires licensed firms with Pakistan Engineering Council (PEC) registration in the relevant category and experience in similar transmission line survey and sub-soil investigation works. Bidders must be active taxpayers on the Federal Board of Revenue (FBR) Active Taxpayer List (ATL) and not blacklisted by any government or public department. The contract duration is 100 days from commencement.
Bids must be submitted electronically via e-PADS by 10th September 2026 at 11:00 AM, with original bid security submitted physically before the deadline. Technical bids will be opened the same day at 11:30 AM at the office of Director General (Procurement), NGC, 8th Floor Shaheen Complex, Egerton Road, Lahore. The bid security amount is PKR 504,000 and performance security is 10% of contract price. The contract will be awarded on a National Competitive Bidding basis under PEC Single Stage Two Envelope procedure.
One practical tip for bidders: Ensure all required affidavits, PEC licenses, and supporting documents for experience and financial capability are complete and submitted timely to avoid disqualification. Also, coordinate early with NGC for committee visits related to route alignment approvals to prevent delays.
