Tender Description
The Engineering Development Board (EDB) Islamabad invites reputable national and international financial audit firms to submit sealed proposals for the hiring of a third-party audit firm to conduct the financial audit of the PAVE Scheme. This procurement is managed by the Engineering Development Board (EDB) located at EDB Complex, Building 5-A, Constitution Avenue, Islamabad Capital Territory.
Items being procured:
- Financial audit services for PAVE Program
The scope of work includes conducting a comprehensive financial audit of the PAVE Scheme in accordance with the Terms of Reference (ToRs) and evaluation matrix provided in the bidding documents. The audit firm must comply with the detailed terms, conditions, specifications, and requirements outlined in the e-bidding documents available on the E-Pak Acquisition and Disposal System (E-PADS) and the EDB and PPRA websites.
Eligible bidders must be registered financial audit firms with proven experience in conducting audits for government or large-scale development projects. Firms should ensure compliance with all regulatory requirements including FBR and ATL registration. Bid security in the form of a Bid Securing Declaration on the prescribed PPRA format is mandatory.
The bidding process follows the Single Stage Two Envelope procedure as per Rule 36(b) of the Public Procurement Rules, 2004. The deadline for submission of e-bids is **04 August 2026 at 02:00 PM**. Bids must be submitted electronically through E-PADS only; manual submissions will not be entertained. The technical and financial bids will be opened on the same day at 02:30 PM in the EDB office.
