Tender Description
This tender invites qualified firms to provide independent Third-Party Evaluation and Validation services for the PSDP project 'Cyber Security for Digital Pakistan (Phase-I) / NCERT' in Islamabad under the National Telecommunication and Information Technology Security Board (NTISB). The consultancy focuses on assessing the progress, quality, and financial management of this critical national cybersecurity initiative.
The assignment requires a comprehensive evaluation of the project's implementation against its approved PC-1 objectives. This includes reviewing the establishment of the National Cyber Emergency Response Team, development of cybersecurity frameworks, capacity building, forensic labs, and governance structures. The evaluation will cover technical quality, financial controls, risk management, and sustainability of outcomes, ensuring alignment with national cybersecurity goals.
Interested firms must be pre-qualified by the Ministry of IT and Telecom and registered on the FBR's Active Taxpayer List. PEC registration and compliance with FBR/ATL requirements for the 2025-26 financial year are essential. The bid security of PKR 0.5 million must be submitted in favor of the Project Director, CSDP/NCERT. The evaluation will be conducted through a quality and cost-based selection process, emphasizing technical expertise and financial competitiveness.
Bidders must submit their electronic bids via the government's e-procurement portal PPRA E-PADS 2.0 by the deadline of 31st March 2026. The technical and financial proposals will be opened on the same day at 11:30 AM. Original bid security instruments must be delivered before the closing time.
