The Energy Department, Government of Sindh, Karachi, invites bids for Third Party Verification services related to the distribution and installation of Solar Home System (SHS) kits under a special initiative targeting poor families in Sindh. This consultancy involves verifying the delivery, installation, and operation of 143,000 SHS kits, including physical verification of beneficiaries' addresses, CNICs, and geo-tagged GPS coordinates.
The scope includes on-site verification of SHS installations, technical specification checks of solar panels, batteries, bulbs, fans, wiring, and mounting frames, as well as updating the SHS monitoring portal with verification statuses. The verification firm must coordinate with Last Mile Distributors (LMDs) while maintaining independence and conduct re-verifications where necessary. The project demands a robust methodology, including a statistically sound sampling approach, mobile data collection with offline capabilities, and a strong quality assurance process with random back-checks.
Bidders must have at least five years of experience, valid registrations with SECP or Registrar of Firms, tax authorities, and operational offices in Sindh, preferably headquartered in Karachi. Financial capacity requires a minimum turnover of PKR 143 million in the last financial year and an average over the past three years. The technical team should include qualified professionals with expertise in project management, electrical engineering, social sciences, and field operations, supported by adequate administrative and QA staff.
Compliance with PEC categories, valid FBR/ATL status, and adherence to the 2025-26 fiscal year requirements are essential. Bidders should ensure all documentation, including certifications, financial statements, and affidavits of non-blacklisting, are submitted as per the tender instructions.
