Tender Description
Jamshoro Power Company Limited (JPCL), a government-owned entity under the Ministry of Energy (Power Division), Islamabad, is inviting bids for the transportation of coal from the designated loading point at Thar Coal Mines to the 660 MW Coal-Fired Power Plant (CFPP) located in Jamshoro, Sindh. This procurement is for transportation services on an 'as and when required' basis for a contract period of three years. The scope includes moving coal using Hydraulic Dumpers or Trucks properly covered with tarpaulin in compliance with SEPA guidelines. The payment will be on a unit rate basis per metric ton, comprising a 50% fixed component and a 50% variable component adjustable according to changes in High-Speed Diesel prices as notified by OGRA.
Eligible bidders must be registered with PPRA-EPADS and renewed by FBR for the financial year 2025-26, appearing on the active taxpayer list for Income Tax and SRB. They must have no conflicts of interest and should not be blacklisted or debarred by any government or private organization. Bidders are required to submit a bid security of Rs. 1 million in the form of CDR, Pay Order, or Bank Guarantee. The bidding process follows the Single Stage - One Envelope procedure under Rule 36(a) of the Public Procurement Rules, 2004, with technical and financial proposals uploaded together on EPADS.
Tender documents will be available electronically from Wednesday, 1st July 2026, and can be downloaded from the JPCL website and PPRA-EPADS portal. Bids must be submitted by uploading on EPADS by 1100 hours on Thursday, 16th July 2026, along with the scanned copy of bid security. The original bid and bid security must be delivered by hand or courier to the Manager Procurement at the Main Admin Building, TPS Jamshoro before the deadline. Late or manual bids will not be entertained. Bids will be opened at 1130 hours on the same day in the presence of bidders or via Zoom link.
