Tender Description
The Purchase Department of Pakistan Institute of Medical Sciences (PIMS), Islamabad Capital Territory, is procuring a Tube Welder for its Blood Bank. This procurement is planned for the financial year 2026-27 and is open to eligible bidders registered on the EPADS v2.0 platform. The procurement follows a National Single Stage-Two Envelope procedure using Least Cost Based Selection (LCBS) technique in accordance with Public Procurement Rules, 2004.
Items being procured:
- Tube Welder Blood unit tubing heat sealer (Quantity: 1)
The Tube Welder is a sterile connection device designed to produce sterile welds between two pieces of compatible Poly Vinyl Chloride (PVC) tubing. Key technical specifications include a wafer cassette with automatic feeding, temperature approximately 300°C, disposable wafer box, and wafer replacement indicator. The device must have switches for clamp, align/reset, and wafer cassette ejection, along with indicators for power, operating status, and wafer replacement level. It should support welding in wet to wet, wet to dry, and dry to dry modes. An audio-visual alarm for welding completion and tube placement error is required. The supplier must have a service workshop in Islamabad/Rawalpindi with adequate engineering services and spare parts. A two-year warranty with parts is mandatory from the date of installation. The equipment must be FDA approved and/or CE marked. Two local references are required.
Eligibility criteria include valid NTN registration, FBR active taxpayer status, non-blacklisting affidavit, certification by FDA or CE, and sole authorized dealer status. Bidders must provide financial standing details, experience of at least 10 years supplying blood bank equipment to teaching hospitals or government departments, and technical staff qualifications. The bid security must be submitted as a Pay Order or Call Deposit.
The bid submission deadline is **Thursday, July 23, 2026 at 11:00 AM** via EPADS v2.0 only; manual submissions are not accepted. The technical bid must include all required documents such as tender receipt, affidavits, certificates, and sole distributor authorization. The successful bidder will provide a 10% performance guarantee and deliver/install the equipment within 60 days of award. Payment will be made after satisfactory inspection and acceptance.
