Tender Description
The National Institute of Health (NIH) Islamabad, under the Integrated Disease Surveillance and Response System (IDSRS) Project, invites bids for a turnkey solution including design, development, supply, installation, integration, commissioning, training and operations of a Health Care Management System (HCMS) under the PSDP project. This procurement is planned for the financial year 2026-27 and funded through the IDSRS Project. The procurement is conducted through the EPADS v2.0 e-bidding platform, ensuring transparency and efficiency.

The scope covers a comprehensive solution for the health management system, requiring bidders to have relevant experience and capability to deliver a fully integrated system. Bidders must be registered on EPADS v2.0 and comply with the Public Procurement Rules, 2004. All bids must be accompanied by a Bid Security as described in the bidding documents, either in the form of Call Deposit or Bid Securing Declaration.
The e-bidding documents, including detailed terms, conditions, specifications, and requirements, are available on the e-Pak Acquisition and Disposal System (EPADS) portal at https://epads.gov.pk/opportunities/federal/procurements/100723. Bids must be submitted electronically through EPADS v2.0 by Monday, September 28, 2026 at 12:00 PM. The bids will be opened the same day at 12:30 PM. Manual submissions will not be entertained. Grievance Redressal Committee (GRC) is notified as per Rules 48 of Public Procurement Rules, 2004. Notification copy is available on the procuring agency's website and also on EPADS v2.0 as well as the Authority's website (www.ppra.org.pk).
Bidders are advised to carefully review the bid security requirements and ensure timely registration on EPADS v2.0 to avoid disqualification. Early preparation and submission of bids through the online portal is recommended to handle any technical issues that may arise.
