Tender Description
The University of Narowal invites sealed bids from contractors, construction firms, and companies registered with Pakistan Engineering Council (PEC) in Category C-4 and above with renewed and up-to-date financial year registration. The procurement is for the upgradation of classrooms in Academic Block #01 and #02 at the University of Narowal's new campus located in Narowal. Items being procured:

The work involves civil construction and renovation activities to improve the classroom facilities at the new campus. Bidders must be registered with FBR and Punjab Revenue Authority with an active tax profile. The bidding process follows the single stage one envelope procedure of PPRA. Tender documents must be submitted online via the Punjab e-Procurement System website (https://ep.punjab.gov.pk) by 09:00 AM on the closing date, 25th September 2026, with bids opening at 11:30 AM the same day.
A 5% bid security must be submitted electronically through the Punjab e-Procurement System. No physical financial instruments like CDRs will be accepted. Bidders must quote rates against each item of DNIT/BOQs and complete all required financial bid forms. The successful bidder will furnish a 10% performance guarantee within 15 days. The University reserves the right to reject any or all bids as per Punjab Procurement Rules 2014.
Bidders are advised to ensure timely uploading of bids on the e-procurement portal and may contact the system support for assistance. Income/sales tax registration certificates and other required documents must accompany the bids. Taxes will be deducted as per government rules.
A practical tip for bidders: Carefully review the DNIT and BOQ items and ensure all financial forms are completely and accurately filled to avoid disqualification for non-responsiveness.
