Upgradation of Pathology Department at Children Hospital Lahore

The Communication & Works Department, 6th Buildings Division Lahore invites bids for the upgradation of the Pathology Department at Children Hospital Lahore through E-Tendering as per Notification No.SOH-I(C&W)1-49/2023/3652 dated 26.05.2023. The tender is based on item rates with total bid cost as per approved DNIT and follows PPRA Rule 38 Single Stage Two Envelope procedure (Technical and Financial). Eligible contractors/firms must be enlisted/renewed with PEC for the current financial year in the relevant category and specialization code. The contractor must produce the original PEC License with the required specialization codes; those without will be disqualified. Bidders must download evaluation criteria from Punjab E-Procurement System (https://ep.punjab.gov.pk) and upload technical and financial proposals accordingly. Submission of Technical Book in hard form is also mandatory for bid verification before tender opening. The procurement is conducted via Punjab Procurement Regulatory Authority (PPRA) website (https://ppra.punjab.gov.pk). Manual bids are not accepted. Earnest money of 5% of the estimated DNIT cost must be submitted via 1-Link or Online Bank Transfer from any scheduled bank through PSID generated on Punjab E-Procurement System. Conditional tenders or those without earnest money will be rejected. Technical bids will be opened online on the specified date by the Tenders Opening Committee (TOC) in the presence of contractors or their representatives with attested Power of Attorney. Financial bids will be opened after technical evaluation. The procuring agency reserves the right to reject any or all bids as per PPRA rules and may communicate reasons for rejection upon request. Performance guarantee must be obtained from the lowest bidder as per clause 56 of PPRA Rules. The response time is calculated from the date of advertisement publication on PPRA website.
