Tender Description
Punjab Sahulat Bazaars Authority (PSBA) invites electronic bids from eligible bidders duly licensed by the Pakistan Engineering Council (PEC) in the relevant category and registered with the relevant tax and regulatory authorities. The procurement involves two main lots:
- Upgradation of Sahulat Bazaar Kahna (Lump-sum)
- Supply, Provision and Installation of RO Plants in Sahulat Bazaars across Punjab (Framework)
The estimated cost for the upgradation of Sahulat Bazaar Kahna is Rs. 176.74 Million with a bid security of Rs. 8,500,000. The supply and installation of RO plants is estimated at Rs. 15.09 Million with a bid security of Rs. 750,000. The procurement will be completed in accordance with Punjab Procurement Rules, 2014, using the Single Stage-Two Envelope (SSTE) Bidding procedure executed through the Punjab e-Procurement System (eP).
Tender documents are available free of cost at PPRA and Punjab e-Procurement System websites. Bidders must submit separate Technical and Financial Bids online at the Punjab e-Procurement System portal by 28 August 2026 before 09:30 AM. Bids will be opened on the same day at 10:00 AM. The pre-bid meeting is scheduled for 21 August 2026 at 11:00 AM at the address mentioned below.
All bids must be accompanied by Bid Security as prescribed under PPRA rules. Bidders are advised to upload their bids well before the deadline to avoid last-minute issues. PSBA will not be responsible for any issues related to bid submission on the portal.
Eligibility requires PEC registration in categories C-4 and above for the upgradation work and C-6 and above for the RO plants supply and installation. Bidders must also be registered with FBR and other regulatory authorities as applicable.
