Tender Description
This tender invites bids for the modernization, expansion, rehabilitation, and upgradation of the existing Pakistan Railways Hospital at Sukkur to a 500-bed multi-specialty hospital. The project includes design, construction, financing, operation, and maintenance of the hospital and optional medical college facilities on a Public Private Partnership (PPP) basis under a Rehabilitate-Upgrade-Operate-Transfer (RUOT) model. The contract period is 33 years including 2 years construction and 1 year grace period. The private partner will be responsible for all operational aspects including staffing, maintenance, and provision of free medical services to Pakistan Railways employees and their families.
The project site covers approximately 2.03 acres with existing hospital facilities that may be demolished if required. The scope includes development of a 500-bed hospital with emergency, tertiary care units, and optional facilities such as medical college, nursing institute, and research center. The private partner will pay a gross revenue share to Pakistan Railways and is required to develop a Health Information Management System and medical waste disposal system. The tender follows a single-stage two-envelope bidding process with technical and financial evaluation.
