Tender Description
The Government of Pakistan, through Pakistan Railways, invites expressions of interest for consultancy services to conduct an independent review, vetting, and value engineering of the detailed engineering design for the ML-1 Karachi–Rohri section upgradation project covering 480 km. The consultancy includes verification of survey data, multi-disciplinary technical review, value engineering, due diligence, constructability and risk analysis, and finalization of procurement documentation.
The assignment aims to strengthen institutional capacity and knowledge transfer to Pakistan Railways. The consultancy will be led by a multidisciplinary railway specialist and involve international and national experts. The contract duration is 18 months, commencing in the second quarter of 2026, procured under ADB guidelines using the QCBS method.
