Tender Description
The Civil Aviation Training Institute (CATI), Hyderabad under the Pakistan Airports Authority (PAA) is procuring the acquisition of the latest version of Quality Management System (QMS) ISO 9001 certification through a certified Certification Body (CB) or Certification Agency (CA). This procurement is specific to Hyderabad, Sindh, and aims to secure certification services for CATI's various schools and departments including Air Navigation Services, Airport Services, Aviation Management, Regulatory Services, Academics, and other administrative and support units. The scope includes initial audit stages I & II, registration/certification charges, and subsequent surveillance audits over a three-year contract period.
The technical scope requires the Certification Body to conduct audits in accordance with the latest IAF MD-5 guidelines and ISO 9001:2015 standards. The certification process covers on-site man-days only, with bidders required to submit detailed man-day breakdowns for each audit stage. The contract mandates firm and final pricing inclusive of all overheads such as travel, boarding, lodging, and applicable taxes (excluding provisional sales tax on services). The contract duration is three years, governed under the laws of Pakistan.
Eligibility criteria include ISO 17021 certification of the CB/CA, accreditation from Pakistan National Accreditation Council (PNAC) or international bodies, a minimum of five years' experience in certification audits, and submission of affidavits regarding blacklisting and litigation status. Bidders must be registered with FBR and comply with all legal and financial requirements. The bid security must be submitted as a pay order or demand draft, valid for the bid validity period plus 28 days.
Key dates include the bid submission deadline on Monday, May 11, 2026, at 12:00 PM via EPADS v2.0, with bid opening at 12:30 PM the same day. Manual submissions are not accepted.
