Tender Description
Air University, Islamabad Campus (Air University) invites bids for the Annual Contract for Outsourcing of Undeveloped Land for Cultivation (Agriculture Purpose) at its Aerospace & Aviation Campus (A&AC) Kamra for the Financial Year 2026-27. This contract covers the outsourcing of approximately 40 acres (314 Kanals) of undeveloped land strictly for agricultural cultivation purposes including both Rabbi and Kharif crops during FY 2026-27. The minimum base rate for the land is Rs 7,800 per Kanal, making the total minimum contract amount Rs 2,449,200. Bids quoting below this rate will be rejected outright.
Items being procured:
- Outsourcing of undeveloped land measuring 314 Kanals (approx. 40 acres) for cultivation
The successful bidder (Contractor) will be permitted to cultivate agricultural crops on the land with strict conditions: land use limited to agriculture only, no construction without prior written approval, prohibition on subletting or transfer, and any non-agricultural use without approval will be a material breach. The Contractor is responsible for all inputs including labor, seeds, fertilizers, pesticides, machinery, irrigation, and crop security. The University will not be liable for crop failure or losses due to natural causes or other risks.
Eligibility requires valid CNIC/NTN, no blacklisting, and financial capacity to pay the contract amount. Bid security of 2% of the quoted amount in the form of Pay Order/CDR is mandatory. Bids must be submitted online via EPADS v2.0 by November 5, 2026, 11:00 AM, with original bid security submitted physically at the Procurement Office, PAF Complex, Sector E-9, Islamabad Capital Territory. Technical and financial bids will be evaluated using Quality Based Selection (QBS) technique.
Payment will be made in two equal installments: 50% before possession/first crop season and 50% before the second crop season. Possession will be handed over only after receipt of the first installment. Failure to pay installments timely may lead to contract termination and forfeiture of bid security.
Bidders are advised to visit the site before bidding to understand the land condition. The University reserves the right to accept or reject any or all bids without assigning reasons. For queries, contact the Manager Procurement at Air University, Kamra.
A practical tip for bidders: Ensure timely submission of bid security and registration on EPADS v2.0 to avoid disqualification. Also, carefully review all terms and conditions related to land use restrictions and payment schedules to avoid contract breaches.
