Pre-Qualification for Supply of Livestock Feeds and Minerals under Open Framework Agreement

The Livestock & Dairy Development Department of Azad Government of the State of Jammu & Kashmir invites applications for pre-qualification of manufacturers, firms, and authorized suppliers for the supply of livestock feeds and minerals under an Open Framework Agreement for three years. This procurement is managed by the Senior Research Officer (Nutrition) at the Livestock Development & Research Centre (LDRC) in Muzaffarabad. Items being procured: - Lot 1: Concentrates & TMR including Milking Vanda, Beef Vanda, TMR (Total Mixed Ration) - Lot 2: Roughages including Wheat straw, Silage - Lot 3: Supplements & Minerals including Molasses / Gur, Solid, Salt, Feed Minerals (DCP / mineral mixture) The items are grouped into three lots, and firms may apply for one or more lots. Each lot will be evaluated separately. The scope covers supply to departmental livestock farms on an as-needed basis. Eligibility criteria include registration with SECP/AJK Government, NTN or AJK CBR registration with active taxpayer status, sales tax registration where applicable, and at least one year of experience supplying the items with two supply orders completed in the last three financial years. Financial statements for the last three years and manufacturer or authorized dealer status for Lot 1 and feed minerals are also required. No price or bid security is required at this stage. Prices will be competed among pre-qualified firms through calls for bids under the Single Stage – One Envelope procedure. The Pre-Qualification Document can be obtained from the office on written request with a non-refundable fee of Rs. 1000 payable in cash by 04-11-2026 during office hours. Sealed applications must reach the office by 05-11-2026 at 10:00 am and will be opened the same day at 11:00 am in the presence of applicants' representatives. Only one application per lot will be entertained; otherwise, the lot will be re-advertised. The Procuring Agency reserves the right to reject all applications under Rule 33. Bidders are advised to carefully prepare their applications according to the detailed criteria in the Pre-Qualification Document and ensure timely submission to avoid disqualification.
