Tender Description

The Government of Khyber Pakhtunkhwa Communication and Works Department invites electronic bids from eligible firms and contractors for the Annual Operation, Maintenance and Repair (AOM&R) of all government roads and bridges in the C&W Division Lower Chitral for the financial year 2026-27. The procurement is conducted under the Single Stage Single Envelope E-PADE system in accordance with KPPRA Procurement Rules 2014, amended. Items being procured: - AOM&R to all government roads and bridges in C&W Division Lower Chitral for FY 2026-27, Sub Head: Emergent Nature Work Chitral Sub Division (two identical lots). The scope covers maintenance and repair works on roads and bridges within the Lower Chitral area, focusing on emergent nature works as per work orders issued by the department. The contract requires compliance with technical specifications and standards set by the Communication and Works Department. Bidders must be registered with the Khyber Pakhtunkhwa Revenue Authority under the Finance Act 2013 and possess the required PEC category C-6 or above. Bid security and tender fees must be submitted electronically along with the e-bid on the e-bidding system. The bid security amount is Rs. 440,000 and the tender fee is Rs. 6,000 to Rs. 8,000 depending on the lot. Affidavit on stamp paper confirming no litigation with C&W Division Lower Chitral is mandatory. Electronic bids must be submitted by 11 August 2026 at 12:00 PM, with financial bids opening at 12:30 PM the same day at the office of the Executive Engineer C&W Division Lower Chitral. Bidders should carefully quote rates on both MRS and non-MRS items. Special attention is required for bids below engineer estimates, as additional securities and detailed rate analyses may be demanded. The procuring entity reserves the right to reject bids or offer contracts to the next lowest bidder after due diligence. A practical tip for bidders: Ensure your bid security and tender fee are correctly submitted electronically with all required details such as bank name and CDR number to avoid disqualification. Also, prepare a detailed rate analysis if bidding below 10% of the engineer estimate to meet the additional security requirements and avoid being declared non-responsive.
