Tender Description
The Punjab Prisons Foundation, Lahore, invites qualified and experienced audit firms to submit their proposals for the appointment as External Auditors to conduct audits of its financial statements, income and expenditure, and related financial records for the financial years 2024-25 and 2025-26. The audit must comply with the Bye-Laws of the Punjab Prisons Foundation and applicable accounting and auditing standards.

- Audit services for financial years 2024-25 and 2025-26
Eligible firms must be duly registered with the Institute of Chartered Accountants of Pakistan (ICAP) and possess a satisfactory Quality Control Review (QCR) rating. Firms must comply with ICAP's Unique Document Identification Number (UDIN) requirements and be listed under Category 'A' on the panel of auditors maintained by the State Bank of Pakistan under Section 35(1) of the Banking Companies Ordinance, 1962. Additionally, firms must have a Category-A Chartered Accountant (CA) firm included in the SBP panel. A minimum of three years of relevant professional experience is required, with at least five audits of Non-Profit Organizations, Government Organizations, Departments, Autonomous Bodies, or similar public-sector entities successfully conducted. Firms must not be blacklisted, debarred, or declared ineligible by any Federal or Provincial Government authority. An affidavit on stamp paper of prescribed value (Rs. 1,200/-) must be submitted.
Technical and Financial Proposals should be submitted in two separate, duly sealed, and clearly marked envelopes to the Tender Box at the office of the Secretary General, Punjab Prisons Foundation, Lahore, by or before 15-10-2026 at 11:00 AM. Technical proposals will be opened the same day at 11:30 AM in the presence of representatives of participating firms. Financial proposals of technically qualified firms will be communicated subsequently. The assignment fee must include all applicable professional charges, taxes, duties, levies, and other government charges in Pakistani Rupees.
Interested bidders should ensure compliance with all eligibility criteria and submit complete proposals on time. Late submissions will not be entertained. It is advisable to carefully review the eligibility requirements and prepare the affidavit as required to avoid disqualification.
