Procurement of External (Statutory) Auditor Services for 11 Years

Sindh Land Management & Development Company Limited (SLMDCL) invites sealed quotations from eligible and reputed Chartered Accountant/Audit Firms for procurement of services of an External (Statutory) Auditor for the financial years 2016 to 2026 (eleven years). The audit will be conducted in accordance with the Companies Act, 2017, allied laws/rules, and Sindh Public Procurement Rules, 2010. SLMDCL has approximately 3,000 vouchers covering the eleven-year period. The company has remained non-operational, with financial transactions limited to routine administrative expenditures including maintenance of registered office, payroll, and other necessary administrative and operational expenses. Items being procured: - External (Statutory) Auditor services for financial years 2016 to 2026 The scope includes the complete audit assignment, audit of financial statements for each of the eleven years, issuance of respective audit reports/certificates, and other documents required under applicable laws and rules. The professional fee shall be quoted on a lump-sum basis for all eleven years, clearly indicating applicable taxes and other charges if any. Eligibility criteria require submission of documents including Quality Control Review (QCR) Rating Certificate from ICAP, registration with Audit Oversight Board (AOB), compliance declaration with IFAC Guidelines and Code of Ethics, registration with FBR and Sindh Revenue Board (SRB), evidence of being on Active Taxpayer Lists (ATL) of FBR and SRB, Conflict of Interest disclosure, affidavit confirming bidder is not insolvent or blacklisted, undertaking confirming bidder is a single legal entity without joint ventures, and Integrity Pact as per Sindh Public Procurement Regulations. Interested firms must submit sealed quotations with all required eligibility documents by 11 A.M. on the 15th day after publication at the office of Sindh Land Management & Development Company Ltd, Revenue House, adjacent to Dr. Ziauddin Hospital, Clifton, Karachi. Quotations without required documents will not be considered.
