Tender Description
This tender invites bids for the hiring of armed security guards at the PCSIR Laboratories Complex located in Karachi, Sindh. The Pakistan Council of Scientific and Industrial Research (PCSIR) requires a professional security firm to provide a minimum of 13 armed guards, with the flexibility to increase numbers based on operational needs. The guards will be deployed on a 12-hour shift basis, ensuring round-the-clock security coverage. The scope includes provision of licensed automatic weapons, complete uniforms, torches, whistles, and other necessary equipment. The security personnel must be well-trained, preferably ex-armed forces, and capable of handling emergencies such as bomb threats, fire, and natural disasters.
The contract spans three years with yearly extensions subject to satisfactory performance. The security company must maintain a supervisory network and ensure compliance with PCSIR directives. Mechanical security systems including metal detectors, patrolling bikes, walkie-talkies, and search mirrors are also required to be maintained and operated effectively. The firm will be responsible for all legal obligations including licenses and registrations. Daily attendance and monthly billing will be submitted to PCSIR Karachi.
Bidders must comply with PEC category requirements and maintain active tax status with FBR and SRB. The firm must have valid registration with SECP, EOBI, SESSI, and membership with the All Pakistan Security Agencies Association (APSAA). A valid NOC from the Ministry of Interior or Provincial Home Department is mandatory. The contract requires a 10% performance guarantee and adherence to labor laws regarding wages and shifts. The firm must ensure confidentiality and legal compliance under Pakistani laws including the Personal Data Protection Bill 2021.
