AUCTION: Disposal of Salvageable Building Material Including Demolition of Dilapidated Classrooms at Siham School

NOTE: This is an AUCTION/LEASE notice, not a procurement tender. Bidders pay the department to acquire ownership, lease, rental, or collection rights. Rawalpindi Cantonment Board (RCB) invites electronic auction participation through EPADS V2.0 for disposal of salvageable building materials from dilapidated classrooms at Siham School on an 'As Is Where Is' basis under the Disposal of Public Assets Regulations, 2026. The auction includes demolition of classrooms, recovery and removal of auctioned materials, and site clearance at the bidder's own cost. Items being auctioned: - Bricks - Steel bars - Old doors and windows The successful bidder must demolish designated classrooms, recover materials, and clear debris. The auction excludes the school land or any structure outside the designated disposal area. Detailed disposal documents, material inventory, reserve price, eligibility, and auction schedule are available on EPADS V2.0, PPRA, and RCB websites. Eligibility requires registration on EPADS V2.0, valid NTN, applicable tax registrations, and meeting demolition capacity requirements. Bidders must inspect classrooms and assess recoverable materials before bidding. Offers must be submitted electronically via EPADS V2.0 only; manual or hard-copy bids are not accepted. Earnest money of Rs. 50,000/- is required via pay order or bank guarantee in favor of the Cantonment Executive Officer, Rawalpindi Cantonment Board. The successful bidder must deposit 33% of the accepted auction price upon award and the remaining 67% within seven calendar days. Demolition and removal commence after full payment and written authorization from RCB. The bidder is responsible for all costs related to dismantling, demolition, segregation, recovery, loading, transportation, labor, equipment, and site clearance. Demolition must follow approved methods and schedules, including treatment of foundations and underground components. Barricading, warning signs, and protective equipment must be provided. Coordination with RCB and school administration is mandatory to prevent access by students and the public. Damage to property outside disposal scope must be repaired at the bidder's cost. Materials are offered in existing condition; no guarantee on quantity or usability. The successful bidder must comply with all applicable taxes, duties, levies, labor, safety, and environmental requirements. The auction closes on Wednesday, 18 November 2026 at 3:00 PM with results reviewed the same day at 4:00 PM. Failure to pay, execute the agreement, or clear the site may result in forfeiture of earnest money and contractual action.
