AUCTION: Lease of Minor Minerals District Dir Upper

NOTE: This is an AUCTION/LEASE notice, not a procurement tender. Bidders pay the department to acquire ownership, lease, rental, or collection rights. The District Auction Committee of District Dir Upper invites applications from registered contractors of Minor Minerals for participation in auction and grant of Minor Mineral lease of the whole District Dir Upper over 14 Blocks (From Akhagram to Barikot District Dir Upper) under provisions of Section-80 Sub Section (3) of The Khyber Pakhtunkhwa Mines & Mineral Act, 2017 for a period of one year on the basis of 'As is where is' against reserve price of **Rs. 8,000,000/- (Eight Million)** and call deposit of **Rs. 2,000,000/-** in office of the Deputy Commissioner Dir Upper on 10/11/2026 at 11:00 AM. In case of non-auction due to any reason, the next date of auction will be 11/11/2026 at 11:00 AM. Items being auctioned: - Minor Mineral lease covering 14 Blocks from Akhagram to Barikot in District Dir Upper Only registered contractors with Directorate General Mines & Minerals Khyber Pakhtunkhwa as Minor Minerals Contractors can participate. Application form costs **Rs. 10,200/- (Ten Thousand and Two Hundred)** non-refundable, available on any working day at least three days before auction. Last submission date is 06/11/2026. Applicants must submit attested copies of CNIC, NTN, partnership deed/article & memorandum of association, and evidence of paid-up capital if applicable. Call deposit to be deposited under account No. 0066-2008140092 and application fee under account No. 0066-2008209319 at any Bank of Khyber branch. The successful bidder must deposit 1/4th of total bid money as security within three days of auction or risk forfeiture. The bidder must demarcate leased area within fifteen days at own expense and pay excise duty to Commissionerate of Mines or approved contractor. All tax obligations including withholding tax under Rule-236-A of ITO 2011 must be fulfilled before allotment letter issuance. The bidder must pay surface rent to landowner as per Khyber Pakhtunkhwa Mines & Minerals Act, 2017 and work strictly according to the Act. Verified challans are mandatory for transportation of minerals; unauthorized transport will lead to action under section-56. The Licensing Authority reserves the right to accept or reject any bid with cogent reason. Mining activities must comply with Khyber Pakhtunkhwa Mining of Minor Minerals from Riverbed Rules-2022 as directed by Peshawar High Court decision dated 15/06/2023.
