AUCTION: Minor Minerals Lease of District Malakand

NOTE: This is an AUCTION/LEASE notice, not a procurement tender. Bidders pay the department to acquire ownership, lease, rental, or collection rights. The District Auction Committee invites applications from registered contractors of Minor Minerals for participation in auction for grant of Minor Mineral Mining Leases in District Malakand under Section-78 (3) of Khyber Pakhtunkhwa Mines & Minerals Act, 2017 for a period of one year on the basis of 'As is where is' against reserved price and call deposit given against each block. The auction will be held in the office of Deputy Commissioner Malakand on 02/11/2026 at 02:00 PM. In case of no auction due to any reason, the next date of auction will be 03/11/2026 at 02:00 PM under the Chairmanship Deputy Commissioner Malakand. Items being auctioned: - Block-A, 126.91 Acres, Ramora to University Bridge, Reserved Price Rs. 4,000,000, Call Deposit Rs. 1,000,000 - Block-C, 77.83 Acres, Pul Soakie to Head Works River Swat, Reserved Price Rs. 3,410,000, Call Deposit Rs. 852,500 - Block-D, 172.54 Acres, Head Works to Badwan Bridge, Reserved Price Rs. 1,800,000, Call Deposit Rs. 450,000 - Block-E, 755.86 Acres, Badwan Bridge to Khadgazai Bridge, Reserved Price Rs. 2,620,000, Call Deposit Rs. 655,000 - Palai, 139.11 Acres, Near Village Palai, Reserved Price Rs. 1,000,000, Call Deposit Rs. 250,000 Only registered contractors with Directorate General Mines & Minerals Khyber Pakhtunkhwa as Minor Minerals Contractors can participate. Application form cost is Rs. 10200 (non-refundable) available from Directorate General Mines & Minerals Khyber Pakhtunkhwa. Applications must be submitted at least three days before auction date, latest by 29/10/2026. Blacklisted or non-registered persons/firms are not allowed. Applicants must submit CNIC, income tax registration certificate, NTN, partnership deed/article of association, and evidence of paid-up capital if applicable. The successful bidder shall deposit 1/4th of total bid money as security within three days of auction, else call deposit will be forfeited. Lease area will be demarcated within fifteen days of allotment. The successful bidder must pay excise duty, deposit withholding tax, and surface rent as per Khyber Pakhtunkhwa Mines & Minerals Act, 2017. The leaseholder is responsible to work strictly according to the Act and rules. Transportation of minerals must be done with verified transit challans; unauthorized transport will be penalized. The competent authority reserves the right to accept or reject any bid without reason.
