NOTE: This is an AUCTION/LEASE notice, not a procurement tender. Bidders pay the department to acquire ownership, lease, rental, or collection rights. The Lahore Cantonment Board is offering an opportunity to replace the existing superstructure of 29 bus stop shelters with modern Bus Queue Shelters (BQS) along with advertisement rights on specified spaces. This will be conducted through an open public auction at the Lahore Cantt Board office. The auction date is set for 14 September 2026 at 1230 hours, with alternative dates on 15 and 16 September 2026 if needed. Items involved in the auction include: - Replacement/reconstruction of 29 modern bus stop shelters - Advertisement rights on the Bus Queue Shelters (BQS) for an initial period of one year on a Build-Operate-Transfer (B.O.T) basis The successful bidder will be responsible for constructing the shelters as per the approved design by the Cantonment Executive Officer. Advertisement rights will be granted initially for one year with no charges, followed by a two-year extension subject to payment of advertisement charges. The highest bidder for advertisement charges will be declared the winner. The dimensions of advertisement materials will be approved by the CEO/Board. Installation of advertisements must be strictly within approved spaces, and any excess or unauthorized material will be removed at the bidder's risk. Earnest Money of Rs. 1 Million is required in the form of a call deposit or bank guarantee from a scheduled bank in Pakistan or a foreign bank with counter guarantee. Government organizations, especially Lahore Cantt Board defaulters, are not eligible. Advertisers must comply with all Board/CEO decisions and avoid obscene or politically offensive advertisements. Removal of shelters due to development work will not entitle compensation or alternative space. Maintenance and cleanliness of shelters are the advertiser's responsibility, including daily cleaning of walls and pillars from writings and posters. Disputes will be resolved under the Arbitration Act, 1940, with the arbitrator's decision final and binding. More details are available at the LCB/PPRA website and the LCB office during working hours. Bidders should ensure timely submission and prepare for the auction by reviewing all terms carefully. Earnest Money submission is critical to participate. Visiting the site beforehand to understand the scope and location of shelters is recommended for a competitive bid.
