Tender Description
NOTE: This is an AUCTION/LEASE notice, not a procurement tender. Bidders pay the department to acquire ownership, lease, rental, or collection rights.
Pakistan Tobacco Board, Peshawar, invites sealed bids for the auction of tobacco cess collection rights for the financial year 2026-27, covering the period from 12 September 2026 to 30 June 2027. The auction will be held at the Board's office in Peshawar. This opportunity is open to interested parties with valid CNIC and NTN registration, and those not blacklisted by any government department. The auction is for the right to collect tobacco cess from various tobacco-producing regions, with the following lots and reserve prices:
- Plain Area: Reserve Price Rs. 18.47 Crore
- Sub-Mountain Area: Reserve Price Rs. 8.65 Crore
- DAC Area: Reserve Price Rs. 7.87 Crore
- SCV Area: Reserve Price Rs. 7.87 Crore
Each lot represents a distinct tobacco-growing region, and the successful bidder will be responsible for cess collection in that area for the specified period. Bidders must submit earnest money equal to 25% of the reserve price for each lot, either as a pay order or bank guarantee in favor of Pakistan Tobacco Board. The auction will be conducted in the presence of the committee, and the highest bid above the reserve price will be considered for award, subject to approval by the competent authority.
Eligibility requires valid NTN, CNIC, and compliance with all government tax regulations. Blacklisted individuals or those with outstanding dues to the Board are ineligible. The deadline for bid submission and participation in the auction is 11:00 AM on 12 September 2026 at the Board's Peshawar office. Bidders are advised to bring all required documents and earnest money on the day of the auction.
