AUCTION: Toll Collection Rights on Pirkas Road and Sakran Road

NOTE: This is an AUCTION/LEASE notice, not a procurement tender. Bidders pay the department to acquire ownership, lease, rental, or collection rights. The Municipal Corporation Hub invites bidders to participate in the auction of toll tax collection rights located at Pirkas Road and Sakran Road for a period of one year. The auction will be conducted at the Office of the Municipal Corporation Hub, Civic Center Hub, Main RCD Road Hub, in the presence of the Auction Committee as per the schedule below. Items being auctioned: - Toll Collection rights on Pirkas Road with a reserve price of Rs. 12.204 Million (Annual) - Toll Collection rights on Sakran Road with a reserve price of Rs. 4.00 Million (Annual) The auction receipt and opening will be held as follows: Receipt will be accepted until 27th October 2026 (office timing), and the auction will open on 28th October 2026 at 12:30 pm. Bidders must provide a Call Deposit Receipt (CDR) in favor of the Chief Officer Municipal Corporation Hub along with their application. Attested copies of National Identity Card, financial standing, Tax Returns, similar nature work experience, and government/semi-government registrations as per evaluation criteria are mandatory. Bidders must secure 70% marks in evaluation criteria to qualify for the financial bid. The successful bidder will be required to provide a Bank Guarantee valid for one year equal to 10% of the total bid amount within 10 days after issuance of the Acceptance Letter, in addition to the Earnest Money. The contract will be subject to all applicable laws, rules, and notifications issued by the Government of Balochistan and Municipal Committee Hub. The auction terms include that toll tax will be levied on vehicles as per the approved schedule notified by the Government of Balochistan. The tenant must submit an affidavit declaring no debarment or blacklisting by any government or autonomous body. Bidders should note that the collection rights are non-transferable and cannot be assigned or sublet without approval. The Municipal Corporation Hub reserves the right to reject any or all bids. Interested bidders should submit sealed bids at the Office of the Municipal Corporation Hub, Civic Center Hub, Main RCD Road Hub, Hub. Ensure all documents and bid security are complete to avoid disqualification. Early preparation of documents and timely submission is advised to avoid last-minute issues.
