Bill Distribution Contract for MEPCO (OP) Circle Multan

Multan Electric Power Company Multan (MEPCO) invites bids for outsourcing the bill distribution contract for MEPCO (OP) Circle Multan. This contract is critical as timely and safe delivery of electricity bills directly impacts revenue collection. The contract covers bill distribution services across multiple sub-divisions including Mumtazabad, Ghallah Mandi, Mumtazabad M/Rasheed, and Qasba Marral with a total consumer base of approximately 205,090. Items being procured: - Bill collection from Revenue Office / A.M (CS) office - Delivery of electricity bills to consumers within two days - Acknowledgement of delivery for bills of Rs. 25,000 and above - Maintenance of fully furnished office in Multan - Engagement of trained staff for bill distribution - Reporting of discrepancies such as misuse of tariff, disconnected connections, and undelivered bills The contract duration is two years from billing cycle 11/2026 to 10/2028, extendable up to three additional years based on performance. The contractor must provide a performance guarantee of Rs. 1,000,000 in the form of Deposit at Call, Bank Draft, Pay Order, or Bank Guarantee from a scheduled bank. Earnest money of Rs. 400,000 is required with the bid submission. Bidders must be pre-qualified firms with relevant experience in bill distribution or related consumer services in DISCOs or other organizations in Pakistan. Technical and financial bids are to be submitted simultaneously via the EPADS website by 10.11.2026 at 11:00 AM, with technical bids opening at 11:30 AM the same day. Financial bids will be opened after technical evaluation. The contractor is responsible for all costs including labor, transportation, documentation, and incidental expenses. Non-compliance with delivery timelines or consumer complaints may result in deductions from payments and forfeiture of performance guarantees. The contractor must maintain proper records and indemnify MEPCO against all claims arising during bill distribution. MEPCO reserves the right to withdraw from any division or sub-division of the contract without reason. Bidders should carefully assess their capability to handle this sensitive and critical project before submitting bids. All pages of the bid documents must be signed and stamped. The contract agreement will be signed on non-judicial papers. Payment will be processed within 15 days of invoice submission after verification by MEPCO officials.
