Tender Description
The High Court of Sindh, Karachi invites electronic bids from qualified suppliers registered with SPPRA for the binding of law journals for the Court Library. This procurement covers binding of various law reports including PLD, MLD, CLC, SCMR, PTD, CLD, PCRLJ, PLC, YLR, Taxation, PTCL (2024–2025) and SBLR (2023–2025).
Items being procured:
- Binding of law journals: PLD, MLD, CLC, SCMR, PTD, CLD, PCRLJ, PLC, YLR, Taxation, PTCL (2024–2025) and SBLR (2023–2025) with a quantity of approximately 21,000 volumes.
The binding work requires high-quality hardboard covers with durable binding cloth or equivalent, distinct cover colors for easy identification, and clear golden spine lettering including the name of the law report, year, volume/part number, and the words 'SINDH HIGH COURT'. The sewing method must be section-sewn stitching (Smyth-sewn or equivalent) to ensure durability. Separate binding is required for reports of different courts including Sindh High Court, Lahore High Court, Peshawar High Court, Balochistan High Court, Islamabad High Court, Supreme Court of Pakistan, and various tribunals.
Bidders must be experienced binders with at least three years of relevant experience, possess their own embossing machine, and demonstrate an average annual turnover of not less than Rs. 2 million. Valid registration with FBR and SRB, GST and SST certificates, affidavit of non-blacklisting, and a list of similar contracts completed in the last three years are mandatory. Bidders must also visit the Court Library for inspection before submitting bids.
The bidding process follows the Single Stage-One Envelope procedure via the e-Pak Acquisition and Disposal System (EPADS). Bids must be accompanied by a 5% bid security in the form of Demand Draft, Pay Order, or Call Deposit Receipt in favor of the Registrar, High Court of Sindh, Karachi. The successful bidder will be responsible for collection and delivery of books at their own cost and must complete the work within 15 calendar days of purchase order issuance.
The last date for bid submission is Thursday, 24th September 2026 at 10:30 a.m., with bid opening at 11:00 a.m. at the Office of the Director General (Finance and Accounts), High Court of Sindh, Karachi. Payment will be made after satisfactory delivery and inspection. Bidders are advised to prepare bids carefully and ensure compliance with all terms and conditions.
A practical tip for bidders is to ensure timely registration on EPADS and upload all required documents including scanned bid security to avoid disqualification. Early site visit to the Court Library is recommended to assess the scope and volume of work accurately.
