Procurement of Blue Trial Paper 24x36 (610 x 915 mm) 90 GSM - 250 Reams

The Pakistan Security Printing Corporation (Procurement) invites sealed bids from eligible bidders for the procurement of Blue Trial Paper measuring 24"x36" (610 x 915 mm) with a grammage of 90 GSM + 5. This procurement is planned for the financial year 2026-27 and will be conducted through the e-Pak Acquisition and Disposal System (EPADS) v2.0 platform. The procurement is based in Karachi, Sindh, and the Pakistan Security Printing Corporation is the issuing authority. Items being procured: - Blue Trial Paper 24"x36" (610 x 915 mm) / 90 GSM, total quantity 250 Reams - Delivery schedule: 150 Reams by 12-01-2027 - Delivery schedule: 100 Reams by 25-02-2027 The paper must be supplied in squared format only; unsquared paper will not be accepted. The material shall conform to all technical specifications and laboratory standards. The paper should be seasoned with relative humidity not less than 50% and must be dust free. A mandatory sample submission of at least 10 sample sheets of the specified size and GSM is required along with the bid for laboratory testing and machine printing trials. Laboratory testing will be conducted at the PSPC Lab. The Pakistan Security Printing Corporation reserves the right to reject any material that deviates from the specifications or approved sample at the supplier's risk and cost. Bidders must be registered on EPADS v2.0 and submit their bids electronically before the deadline. Original bid security must be submitted physically to the Pakistan Security Printing Corporation office in Karachi before the bid submission deadline. The procurement will follow the Least Cost Based Selection (LCBS) technique in accordance with the Public Procurement Rules, 2026. Eligibility criteria include active taxpayer status and compliance with all legal and regulatory requirements. Bid security in the form of Pay Order or Bank Guarantee is required. The contract will require a performance guarantee of 5% of the contract price. Payment will be made in Pakistani Rupees against actual invoices within 30 days of delivery acceptance.
