Supply of Bitumen, Petrol, Diesel, Engine Oil, and Tyres for Annual Road Maintenance 2026-27

The Local Government and Rural Development Department Azad Jammu & Kashmir invites sealed bids for the supply of various materials and consumables required for the annual maintenance of rural roads for the financial year 2026-27. The procurement is divided into two lots, and interested suppliers are encouraged to participate by submitting their bids in accordance with the instructions provided in the notice. The tender is based in Kotli, and all items must be delivered as per the department's requirements. Items being procured: Lot I: - Bitumen (Grade 80/100) - Petrol (for official vehicles) - Diesel (for official vehicles) - Engine Oil (for official vehicles) - Tyres (for official vehicles) - Battery (for official vehicles) - Spare Parts (for official vehicles) Lot II: - Bitumen (Grade 80/100) - Petrol (for official vehicles) - Diesel (for official vehicles) - Engine Oil (for official vehicles) - Tyres (for official vehicles) - Battery (for official vehicles) - Spare Parts (for official vehicles) The technical scope includes the supply and delivery of high-quality bitumen, fuels, lubricants, tyres, batteries, and spare parts suitable for use in the department's fleet and for road maintenance operations. All items must meet the relevant standards and specifications as outlined by the department. Bidders must provide proof of registration with the relevant tax authorities and be listed on the Active Taxpayers List (ATL) of FBR. Earnest Money of 300,000 PKR in the form of CDR or Bank Draft is required with the bid. Only suppliers with experience in similar supplies and the capacity to deliver within the stipulated timeframe will be considered. Bids must be submitted in sealed envelopes to the office of the Section Officer (Establishment) by 10:00 AM on 26 September 2026. Late submissions will not be entertained. For best results, bidders should ensure all supporting documents, including GST registration and past performance certificates, are attached to avoid disqualification.
