Tender Description
This tender invites experienced contractors in Jaffarabad, Balochistan, to undertake the construction and rehabilitation of black top roads across multiple villages. The Urban Planning and Development Department, Naseerabad Division, requires these works to improve connectivity and infrastructure in the district, covering villages such as Mohabat Shakh, Sumalani Khoso, Syed Biland Shah, and others.
The scope includes black topping roads with durable materials suitable for the local terrain and climate. Contractors must consider engineering challenges such as soil stability and drainage in rural areas. The project demands adherence to composite schedule rates 2023 and involves multiple sites within Jaffarabad district, requiring efficient resource management and technical expertise.
Bidders must hold a valid Pakistan Engineering Council (PEC) registration, category C-5 or above, renewed for the 2025-26 fiscal year, with relevant specialization codes. Firms should be registered with the Balochistan Revenue Authority and listed on the Federal Board of Revenue's Active Taxpayer List (ATL). A minimum turnover for the last three years and completion of at least three similar assignments is mandatory. Bid security must be submitted as a Call Deposit Receipt or Bank Guarantee as specified.
The submission deadline is set for 16 March 2026, with bids opening the same day at 11:00 am at the office of the Executive Engineer UP&DD Naseerabad Division, D.M Jamali. Tender documents can be downloaded from the BPPRA website, and a processing fee of PKR 2,000 per tender is required. All bids must be submitted in sealed envelopes by hand or registered mail.
Pro-Tip: Ensure your bid includes the correct Call Deposit Receipt and check the newspaper advertisement for any specific stamp duty requirements, which are often overlooked but critical for bid acceptance.
