Tender Description
The Multan Electric Power Company (MEPCO) through its Project Management Unit (PMU) invites sealed bids for the procurement of bolts and templates specifically designed for SPA, SPD, and SPG type power transmission poles. This procurement is planned for the financial year 2026-27 and is referenced under tender number P79354. The procurement will be conducted under the Single Stage Two Envelope procedure using the Least Cost Based Selection (LCBS) technique in accordance with the Public Procurement Rules, 2004.
Items being procured:
- Bolts for SPA type poles: 120 sets (each set includes 3 bolts and 20 nuts, plus 60 additional nuts)
- Bolts for SPD type poles: 100 sets (each set includes 3 bolts and 20 nuts, plus 60 additional nuts)
- Bolts for SPG type poles: 84 sets (each set includes 28 bolts and 84 nuts)
- Templates for SPA type poles with 240 washers: 2 units
- Templates for SPD type poles with 200 washers: 1 unit
- Templates for SPG type poles with 168 washers: 4 units
All items are to be delivered to the 132KV MEPCO transmission steel tower warehouse located on Khanewal Road, Multan, within 120 days from the contract award. The materials must comply with the latest amended NTDC Specification P-166:83 and come with a minimum 2-year manufacturer warranty. Bidders must be registered with FBR, have relevant manufacturing and supply experience, and provide valid type test reports or prototype approvals as per NTDC policy.
Bids must be submitted electronically via the e-Pak Acquisition and Disposal System (EPADS) v2.0 portal by 11:00 AM on August 27, 2026. The original bid security must be physically submitted to the office of the Chief Engineer (Development) PMU MEPCO, Khanewal Road, Multan before the bid submission deadline. Technical bids will be opened on the same day at 11:30 AM via EPADS. Manual submissions will not be accepted.
Interested bidders should ensure compliance with all eligibility criteria including PEC category, FBR registration, and past performance with MEPCO or DISCOs. The bid security amount is PKR 327,680 and must be furnished in the form of Pay Order, Call Deposit, Bank Guarantee, or Demand Draft. The contract price is fixed and payable in Pakistani Rupees. Bidders are advised to carefully review the bidding documents and submit complete and responsive bids to avoid disqualification.
A practical tip for bidders: Register early on EPADS v2.0 and ensure timely submission of both electronic bids and physical bid security to avoid last-minute disqualification. Also, provide comprehensive documentation including manufacturer authorization and performance certificates to strengthen your bid.
