Procurement of Building Maintenance Services for the National Faceless Centre including lifts and fire safety systems 2026-27

The National Faceless Centre (NFC), Islamabad, invites bids for comprehensive building maintenance services at its premises located in Sector G-9/1, Islamabad. This procurement covers preventive and corrective maintenance of civil works, electrical systems, plumbing, standby generator, UPS systems, fire safety systems, and three passenger lifts. The contract duration is one year starting December 1, 2026, with possible renewal for up to two additional years based on performance and fund availability. Items being procured: - Electrician cum Generator Operator (1 person) - Plumber (1 person) - Handyman (carpenter, mason, painter) (1 person) - Lift maintenance for 3 lifts including emergency call-out and annual inspection (lump sum) - Fire safety system maintenance including refilling or replacement of expired extinguishers at commencement and annual refilling (lump sum) - Routine consumables, tools and supervision (lump sum) The scope includes maintenance of the NFC building (former RTO Building) with basement, ground floor, seven upper floors, parking, and common areas. The contractor must provide resident staff Monday to Saturday 08:00 to 17:00 with on-call cover outside these hours. Lift and fire safety maintenance must be performed by qualified technicians or authorized subcontractors. The contractor is responsible for all consumables and tools, while major spare parts and replacement extinguishers require prior written approval. Generator fuel is supplied by NFC. Eligibility requires registration with relevant authorities, at least 3 years in business, completion of similar contracts, and site visit certificate. Evaluation is based on Quality and Cost Based Selection (QCBS) with 70% technical and 30% financial weight. Minimum technical score to qualify is 70 out of 100. Bids must be submitted electronically via EPADS v2.0 by 12 November 2026 at 11:00 AM. Original bid security of Rs. 200,000 in favor of Director General, NFC must be delivered before the deadline. Technical proposals will be opened on the same day at 11:30 AM. Manual bids are not accepted. The contract includes strict confidentiality requirements due to sensitive taxpayer information handled at NFC. Staff must be police verified, medically fit, in uniform with photo ID, and paid at least minimum wage through bank transfer.
