Procurement of Bulk Medicines, Vaccines, X-Ray Films, Surgical Disposables, Sutures, Dental Material, Dressing Material, Dialysis Material, Lab Chemicals/Kits and PPEs for AJK Health Department

The Azad Government of the State of Jammu & Kashmir Health Department in Muzaffarabad invites sealed bids for the procurement of bulk medicines, vaccines, X-Ray films, surgical disposables, sutures, dental material, dressing material, dialysis material, lab chemicals/kits, and PPEs for health institutions and hospitals of AJK during the financial year 2026-27. The bids will be received up to 14.10.2026 at 11:00 A.M in the office of the Secretary Health, GoAJ&K Block No. 10, New Secretariat, Chatter, Muzaffarabad and will be opened the same day at 11:30 A.M in the presence of bidders or their authorized representatives. Items being procured: - Bulk Medicines - Vaccines - X-Ray Films - Surgical Disposables - Sutures - Dental Material - Dressing Material - Dialysis Material - Lab Chemicals/Kits - PPEs The procurement will follow the Single Stage - Two Envelopes bidding procedure as per AJK Public Procurement Rules. Bidders must submit separate envelopes marked as TECHNICAL PROPOSAL and FINANCIAL PROPOSAL. Financial proposals of technically non-responsive bids will be returned unopened. Authorized manufacturers, importers, and distributors can participate according to the technical criteria mentioned in the bidding document. A bid security/call deposit of Rs 500,000 is required from each firm in the name of Director General Health AJK Muzaffarabad along with the financial bid. Cheques will not be accepted. Bids remain valid until 30.06.2027. Bidding documents including detailed specifications, quantity, terms, conditions, and evaluation criteria can be obtained from the Director General Health Office, New District Headquarter Complex Room No.31, 1st Floor, Block F, Muzaffarabad upon payment of Rs 5,000 (non-refundable) in cash or bank draft. All taxes and duties levied by GoAJ&K will be charged from the bills under admissible rules. Bids must be submitted in tape binding, duly sealed, with proper page marking and signatures of authorized persons on each page. Failure to comply will disqualify the bidder technically. Bidders must attach a bid data sheet listing all quoted items at the beginning of the technical bid and an index with complete page numbers. An affidavit certifying that the bidder is neither blacklisted nor in conflict with government anywhere in Pakistan or AJK is mandatory. Blacklisted firms by PPRA will face legal proceedings. Bidders must also accept all terms and conditions of the bidding document. Evaluation reports and contract awards will be displayed on the PPRA website (www.ajkppra.gov.pk).
