Provision of Bulk SMS API Gateway Services for Higher Education Department Peshawar

The Higher Education Department Peshawar is inviting sealed bids from eligible, reputable, and financially sound telecom-licensed SMS gateway and aggregator service providers. The procurement is for the provision of Bulk SMS API Gateway Services covering both transactional and promotional SMS categories. The estimated monthly consumption is approximately 100,000 SMS, though this may vary month to month based on actual institutional requirements. The department does not guarantee any minimum volume and will pay only for SMS actually consumed. The contract will be executed as a Framework Agreement for one year from the date of signing, with the possibility of extension for up to two additional one-year periods subject to satisfactory performance and budget availability.
