Tender Description
Pakistan State Oil Company Limited (PSO) invites quotations for the installation of a Primary Rate Interface (PRI) on the Disaster Recovery (DR) Site at the Lubricants Manufacturing Terminal (LMT) located in Karachi. This procurement is critical to ensure robust telecommunication capabilities for PSO's toll-free customer service line 0800-03000, enhancing operational resilience through failover connectivity.
Items being procured:
- PRI Installation on DR Site at LMT (Job 1)
- Establishment of Call Center-DR Site (LMT) (Job 12)
- Provision of 30 PRI channels with monthly recurring charges as per PTA approved tariff
The scope includes providing, installing, testing, and commissioning a failover PRI line with 2 Mbps bandwidth supporting 30 communication channels. Connectivity will be via buried fiber optic media ensuring stable last mile connection. The vendor will be responsible for 24/7 network monitoring and support to minimize downtime. Call routing and failover logic involves three master PRI lines: primary active at Head Office and two failover backups including one at the DR site. The vendor must configure call routing to prioritize PRI 1, then PRI 2, and finally PRI 3 in case of unavailability.
Eligibility requires vendors to have relevant experience in PRI installations and telecommunication services. Earnest money and bid security details are as per PSO instructions. Bidders should ensure compliance with PTA regulations and provide a formal support and escalation matrix for PRI-related complaints.
