Pre-Qualification for Central Monitoring Unit for IPTV Streams of 124 Channels

The Directorate of Electronic Media & Publication DEMP (Directorate of Electronic Media & Publications (DEMP)) Islamabad is procuring pre-qualification services for the establishment of a Central Monitoring Unit (CMU) for IPTV streams of 124 national and international television channels. This procurement is part of a PSDP project aimed at continuous IPTV streaming and monitoring to support the Ministry of Information & Broadcasting's media monitoring and analytics systems. The technical scope includes design, supply, installation, integration, commissioning, and support of an IPTV streaming platform. Key components include IPTV acquisition and headend equipment for ingesting live TV feeds via satellite, IP, or fiber; streaming and encoding infrastructure with multi-source automatic failover; secure REST-based API design for live stream access; storage and logging facilities; network architecture design including switching, routing, and firewall policies; and 24/7 operations and support. Training and comprehensive documentation for nominated DEMP staff are also part of the scope. Eligible firms must have valid registration with SECP or Registrar of Firms in Pakistan, valid NTN and Sales Tax registration, and an affidavit confirming no blacklisting. Technical experience requires at least 10 years in IPTV or related streaming platforms, with at least 3 similar projects completed for government or large enterprise clients. Firms must demonstrate financial capacity with a minimum average annual turnover of PKR 7 million over the last three financial years.
