Appointment of Chartered Accountant Firm for Statutory Audit, Commercial Audit and Financial Management Services for HDA

Hyderabad Development Authority is inviting proposals from reputed Chartered Accountant firms for the provision of statutory audit, commercial audit, and financial management services for the Authority. This RFP is being issued in accordance with SPPRA Rules and is open to eligible firms that meet the specified criteria. The assignment covers the statutory audit of HDA accounts, commercial audit, and comprehensive financial management advisory for the financial year 2026-27. Items being procured: - Statutory audit of HDA accounts for the financial year 2026-27 - Commercial audit of HDA operations - Financial management advisory services for HDA The technical scope includes a thorough review of all financial records, compliance with relevant accounting standards, and submission of audit reports as per ICAP guidelines. The selected firm will be responsible for ensuring transparency, accuracy, and timely completion of all audit and advisory tasks. The assignment will be carried out at the HDA office in Hyderabad, and firms must demonstrate experience in similar assignments for public sector organizations. Eligible bidders must be registered with ICAP, listed on the Active Taxpayers List (ATL) of FBR, and registered with Sindh Revenue Board (SRB). Firms must submit a bid security of Rs. 100,000 in the form of a pay order or demand draft in favor of HDA. The RFP documents can be obtained from the office of the Secretary, HDA, on payment of Rs. 5,000. Proposals must be submitted in sealed envelopes to the Secretary, HDA, by 1:00 PM on 4th November 2026. Late submissions will not be entertained. A practical tip for bidders: Ensure that your technical and financial proposals are prepared in accordance with the QCBS method and that all supporting documents, including ICAP registration and tax certificates, are attached to avoid disqualification.
