Internal Audit Services for Jhang Gymkhana Club Financial Year 2025-2026

Jhang Gymkhana Club, Jhang invites proposals from eligible, independent and experienced Chartered Accountant (CA) firms registered with the Institute of Chartered Accountants of Pakistan (ICAP) and legally authorised to provide internal audit services for the financial year 2025-2026. The scope of work includes review of members' admission fees, subscriptions, billing, arrears, concessions and membership records; examination of receipts, payments, cash and bank transactions, bank reconciliations, vouchers, ledgers, journals and financial statements/management accounts; review of revenue and expenditure of restaurants, catering, bar (where lawfully operated), events, sports facilities, guest rooms and other Club services; testing procurement, quotations, purchase approvals, supplier payments, stores, food and beverage inventory, wastage, fixed assets and physical verification records; review of payroll, staff advances, reimbursements, taxes, statutory deductions and applicable legal/regulatory compliance; assessment of internal controls, delegated authorities, segregation of duties, accounting/IT access controls, fraud-risk indicators and follow-up of prior audit observations; submission of draft report, discussion of findings with management, obtaining management responses and delivery of final report with risk-rated findings and an actionable compliance matrix. Eligibility criteria require the applicant to be a firm of Chartered Accountants registered with ICAP and currently eligible to practise in Pakistan, with evidence of registration and current practising status enclosed. At least five years of relevant firm-level professional experience supported by a list of comparable assignments completed in the last five years is mandatory. Preference may be given to firms with verifiable experience in clubs, hotels, restaurants, hospitality, sports facilities or other multi-revenue operations. The proposed engagement partner and audit team must have appropriate qualifications and relevant experience. The firm must disclose any actual or potential conflict of interest and declare that it is not currently blacklisted by a competent authority. Adequate staff and capacity to complete the assignment within the stated timeline is required. Technical proposals will be opened and evaluated first against the published criteria in the attached TORs. Financial proposals of technically qualified firms only will then be opened. The Club intends to use a Quality-and-Cost-Based Selection (QCBS) approach, with technical weight of 70% and financial weight of 30%. The Club reserves the right to seek written clarifications, reject non-responsive proposals, cancel or re-invite proposals where justified, and verify information submitted by applicants, subject to applicable law and governing documents. Interested firms are required to submit their Technical Proposal and Financial Proposal in two separate, properly labelled and sealed envelopes by 23.10.2026 at 04:00 PM at the Admin Block of Jhang Gymkhana Club, Jhang. The envelopes shall be marked 'TECHNICAL PROPOSAL INTERNAL AUDIT for the Year 2025 2026' and 'FINANCIAL PROPOSAL INTERNAL AUDIT FY 2025 2026', respectively.
