Tender Description
This Expression of Interest (EOI) invites consultancy firms in Muzaffarabad from the Azad Jammu & Kashmir Environmental Protection Agency for establishing a Climate Change Baseline under the FY 2025-26 project. The project aims to update the State of Environment (SoE) and set a baseline for climate change impacts in the region, a critical step for environmental planning and policy enforcement.
Consultants will be required to prepare detailed studies involving data collection, environmental impact assessments, and baseline establishment in line with the Environmental Protection Act 2000. The work demands expertise in environmental science, climate data analysis, and regulatory compliance, with the project site centered in Muzaffarabad. The agency expects thorough documentation and adherence to local environmental standards.
Applicants must be registered with SECP, listed on the Active Taxpayers List (ATL) of FBR, and hold a valid CBR registration in AJK. Firms should ensure compliance with PEC categories relevant to consultancy and maintain up-to-date FBR/ATL status for FY 2025-26. Submission of a non-refundable fee of PKR 1,000 is mandatory to obtain the EOI document.
The submission deadline is set for 02:00 PM on 17 February 2026, with bid opening at 02:30 PM the same day. Applications must be submitted physically to the 2nd Floor AKLASC Building Complex Bank Square, Chatter-Domail, Muzaffarabad. The process follows a single stage, two-envelope procedure under QCBSM.
